Centre looking to use stubble as biofuel

The Union government was working on a plan to use stubble as a biofuel and manure as a part of an effort to deal with stubble burning that was often cited as a source of pollution in northern India, Environment Minister Bhupender Yadav told the Lok Sabha on Friday, December 10, 2021.

The Minister, who is yet to make a detailed reply to a discussion on climate change, stated that the Centre had completely “decriminalised” stubble burning in the Air Quality Commission Act.

Making a short intervention during a discussion on climate change in the Lower House, the Minister said the National Thermal Power Corporation had procured 3,000 tonnes of stubble to be used as bio-fuel and would study the results. A sum of Rs. 700 crore had been allocated to get rid of stubble and about one lakh acres in Punjab and Haryana have used manure/compost from stubble, while Uttar Pradesh used six lakh acres.

Govt sets target to raise share of natural gas in energy mix to 15% in 2030: Rameswar Teli

The Minister of State for Petroleum and Natural Gas, Shri Rameswar Teli in a written reply today answering a question in the Lok Sabha informed that the Government has set a target to raise the share of natural gas in the energy mix to 15% in 2030 from about 6.7% now.

To achieve the target, the following initiatives have been taken: –

i). Expansion of National Gas Grid to about 35,000 Km from the current 20,000 Km. ii). Expansion of CGD network -11th CGD round launched on 17.09.2021. After completion of the 11th city gas distribution (CGD) round, 96% of India’s population and 86% of its geographic area would be covered under the CGD network. iii). Setting up of LNG Terminals. iv). Allocation of domestic gas to CNG (T) / PNG (D) in no cut category. v). Allowing marketing and pricing freedom to gas produced from high pressure/high-temperature areas, deep water & ultra-deepwater, and from coal seams. vi). SATAT initiatives to promote Bio-CNG.

Considering the demand for natural gas across sectors and the possibility of the price of LNG coming down in the future, current high prices do not threaten India’s goal to boost the use of gas in its energy mix.

Two months before the Union Budget, a parliamentary panel’s recommendation has put the government in a fix over its policy to promote Electric Vehicles (EV) over Hybrid Vehicles (HEV). Tabled in Parliament on December 6, the report titled ‘Electric & Hybrid Mobility- Prospects and Challenges’ has recommended treating HEVs at par with EVs for tax incentives in order to achieve India’s targets of carbon emission cuts.

The government currently taxes HEVs at an effective rate of 43% ( 28% GST plus 15% Cess), making the cars expensive. On the other hand, EVs attract a subsidised rate of GST at just 5%. An electric vehicle runs on a lithium-ion battery and an electric motor, while a hybrid vehicle operates on a smaller lithium-ion battery and electric motor, along with a traditional internal combustion engine.

GAIL Seeks Partners to Set Up Electrolyzer Manufacturing Unit to Produce Green Hydrogen

The Gas Authority of India Limited (GAIL) has issued an expression of interest (EoI) to select partners for setting up an electrolyzer manufacturing facility to produce green hydrogen.

GAIL intends to set up an electrolyzer manufacturing project by incorporating a special purpose vehicle (SPV) or stock acquisition in an electrolyzer manufacturing company under operation or construction. In the case of an equity partnership, GAIL will hold 26% equity in the said entity.

The last date to submit the bids is December 17, 2021. The EoI is valid for six months from the date of submission. Companies or consortiums from India or countries that share a land border with India can participate in the bidding.

In August 2021, NTPC issued an expression of interest (EoI) for Indian and global companies to set up a pilot project to blend green hydrogen with natural gas in the city gas distribution network.

GAIL pipeline to Haldia in a year and a half

Despite occasional setbacks, work on the state-owned GAIL pipeline project to supply natural gas to the state has progressed considerably. The line has already reached Haldia from Jagadishpur in Uttar Pradesh.

At a meeting of the Indian Chamber on Friday, Gail officials said that if all goes well, the work will be completed by mid-2023. However, in order to do so easily and expeditiously in time, all the parties concerned have requested for approval of land use, clearance from the Center and the State and reduction of administrative costs. Because, if the implementation of the project is delayed, there is a risk of an increase in gas price.

The administration took initiative on the issue through the activities of Chief Minister Mamata Banerjee. Nabanna has instructed the district magistrates not to disrupt the work on land and administrative issues. The pipeline will reach Durgapur from Uttar Pradesh earlier this year. The Prime Minister dedicated the project to the nation. The state’s industrial sector is looking at providing low-cost, non-polluting fuel. They are hoping to build a pipeline to North 24 Parganas to supply gas to Kolkata within a year.

To boost consumption of natural gas under City Gas Distribution (CGD) and increase availability of gas, Ministry of Petroleum and Natural Gas has prepared a mechanism for uniform base price for gas.

The uniform base price formula will be based on Regassified Liquified Natural Gas (RLNG) Compressed Bio Gas (Gas) and domestically produced gas.

The idea to bring in a uniform base price is to meet the increasing demand for gas required for CGDs which cannot be just met by domestic sources of gas. Uniform base price will help increase availability of gas from different sources and also meet the gas requirements of the CDGs.

The uniform base price will have an impact on the margins for the CGD companies and also consumers if the companies decide to pass on the cost. Once approve guidelines will be framed by the Petroleum and Natural Gas Regulatory Board (PNGRB).

Malaysia: Petronas, Petros sign deal to supply more natural gas to Sarawak

Petroliam Nasional Bhd (Petronas) and Petroleum Sarawak Bhd (Petros) have signed a Memorandum of Understanding (MoU) on a staggered increase of natural gas supply for the implementation of projects under the Sarawak Gas Roadmap.

Petronas chairman Tan Sri Mohd Bakke Salleh said the staggered increase envisaged under the MoU would ultimately bring the total domestic gas allocation to 1.2 billion standard cubic feet per day.

Despite Kenya and Dar signing an agreement to start working on a gas pipeline from Dar es Salaam to Mombasa, as part of a long-term project to share energy resources, Kenya remains open to other options including importing the commodity. This means that the agreement between Kenya and Tanzania might be nullified if the company recommends cheaper means to get natural gas to generate power.

The results of this study provide a strategic framework for reducing greenhouse gas (GHG) emissions in LNG facilities during the project execution phase.

Study results include emission reduction opportunities, in order of magnitude, based on mapping key sources and the identification of low-carbon alternatives during construction. These include site efficiency improvements, replacing diesel-powered equipment with lower GHG intensity alternatives, module fabrication and construction and sourcing lower intensity raw materials. The study also provides more clarity on the associated environmental, social and economic considerations of future projects.

Building on this study, McDermott is also engaging with Shell to identify low-carbon solutions to help reduce GHG emissions in its own operations.

USA: Council approves waste-to-hydrogen pilot program

The energy technology company, Ways2H, wants to construct and run a waste-to-hydrogen plant and pilot program at the Claremont City Yard. Last Tuesday on 30th November the Claremont City Council unanimously approved the program,

agreeing to lease the space to Ways2H for two years at a rate of $1 per year and provide one ton of municipal solid waste per day. That waste will be converted into 50 kilograms of hydrogen fuel which will be sold by the company or could be used to generate electricity. The seven tons of diverted waste per week will save the city $23,700 in sanitation fees over the two-year period.

In addition to the small discount in fees, the program will reduce waste sent to landfills, help in the effort to replace carbon-based fuels and improve air quality, which are goals outlined in the Claremont’s sustainable city plan. The city doesn’t have any vehicles that run on hydrogen, so Claremont currently does not have any use for the fuel produced.
The arrangement could be extended if both parties agree, however, if the city elects to end the program, Ways2H will dismantle the plant and return the yard to its previous condition.
