Dahej: Petronet LNG Limited (PLL) has issued a global competitive bidding notice for the procurement of a Pressure Swing Adsorption (PSA) hydrogen plant for its Propane Dehydrogenation (PDH) and Polypropylene (PP) plant at Dahej, Gujarat. The project, which includes ethane and propane handling facilities, aims to strengthen India’s petrochemical sector by enhancing domestic production and reducing reliance on imports.
Engineers India Limited (EIL) has been appointed as the consultant for the development of the 750 KTA PDH plant and the 500 KTA PP plant at the Dahej petrochemical complex. Bidders with proven technical and financial capabilities are invited to submit e-bids under a single-stage, two-bid system, adhering to the specifications outlined in the bidding documents.
The Earnest Money Deposit (EMD) for Indian bidders is set at ₹45,00,000, while foreign bidders must submit USD 51,590. Foreign bidders can only provide the EMD in the form of a Bank Guarantee. Micro and Small Enterprises (MSEs) are exempted from EMD submission, provided they submit a valid Udyam Registration Certificate along with their e-bid.
The bidding documents and any subsequent addenda/corrigenda will be available for viewing and downloading from March 26, 2025, to May 8, 2025. Pre-bid queries will be accepted until April 14, 2025, at 6:55 PM and must be submitted strictly within the deadline via the e-tender portal. The pre-bid meeting is scheduled for April 11, 2025, at 2:00 PM (IST) on MS Teams, and the meeting link, along with login credentials, is provided in the tender documents.
The deadline for bid submission is May 8, 2025, at 12:00 PM (IST). The techno-commercial (unpriced) bids will be opened on May 9, 2025, at 2:00 PM (IST), while the priced bids will be opened at a later date, which will be communicated to the qualified bidders. No tender fee is applicable for this bid.
The bid will remain valid for 120 days from the final/extended due date of submission, with a project duration of 540 days.
