CNG to be sold in litres, not kgs, in Sindh from today

All Pakistan CNG Association (APCNGA) has unilaterally converted sale of CNG, which was earlier

being sold in kilograms, in litres in Sindh province, without taking consent from any competent

authority.

According the All Pakistan CNG Association (APCNGA), Oil and Gas Regulatory Authority (OGRA) has

nothing to do with gas prices determination or converting its sale in liters or kilos, as its 2009

ordinance had already expired.

The CNG association has formally taken the decision of converting the CNG sale from kilograms to

litres and from today (Saturday) its sale will start in litres.

On the other hand, OGRA has expressed serious concern over the association’s unilateral decision

and termed it totally illegal.

It is worth mentioning here that a few days back Sindh CNG Association representatives had met

with Federal Petroleum and Natural Resources Minister Shahid Khaqan Abbasi regarding taking the

decision.

When contacted by The Nation, senior central leader of APCNGA Ghiyas Abdullah Paracha said, “To

some extent, the objection of the OGRA is correct, but since its ordinance has already expired, so we

can take such a decision.

“He said that there is 1.

4 litres of gas in a kilogram gas.

As current price of gas is Rs66.

56/kg in Sindh, after converting it into litres the price will be around Rs48/litre.

However, he said that Sindh CNG Association was in a better position to talk about their stand on the

issue.

Meanwhile, a press release issued by APCNGA stated that CNG retail price in Punjab is already de-

regulated and is being determined by competitive marketing dynamics and being sold in liters.

OGRA ordinance 2009 allows this.

OGRA ordinance has already been expired and is not in force any more, and OGRA has seized it

function of CNG price regulation for last four years, the statement said.

It said that the federal law ministry has precluded Ogra’s role in the determination of CNG retail

price.

Despite this fact APCNGA has been approaching OGRA repeatedly to review the CNG retail prices

owing to substantial incremental changes in the value of factors that make the basis for

determination the CNG retail price, the statement said.

The apathy exhibited by OGRA in the last four years has inflicted colossal financial loss to the CNG

sector as a whole.

Having learnt that OGRA had no legal powers to notify the CNG retail price and did not acceded to

the repeated appeals of the CNG sector, the situation has compelled the market to determine its

competitive price for CNG.
