By streamlining multi-agency approvals and resolving long-standing regulatory bottlenecks, the state government aims to foster a sustainable energy ecosystem in line with national environmental objectives.

To encourage rapid private sector investment, the policy introduces a one-time moratorium on approval fees for projects initiated before March 2027. This initiative is expected to enhance energy security and improve the quality of life without imposing any financial burden on the state exchequer.

Framework and Implementation Strategy

Odisha Housing & Urban Development Department will lead the rollout as the nodal agency, supported by a State-level High-Powered Committee and District Monitoring Committees to ensure strict adherence to timelines.

Key components of the policy include:

Infrastructure Synergy: The framework enables the development of compressed biogas (CBG) plants under the Swachh Bharat Mission.

Economic Impact: The policy is poised to generate significant local employment and improve the “ease of doing business” within the industrial and transport sectors.

Safety Protocols: Specific emphasis is placed on structured asset management to guarantee a safe and reliable gas supply for households and industries.
